Socio-economic goals in federal subcontracting plans
Plans under FAR 52.219-9 often set separate goals for small business, HUBZone, SDVOSB, WOSB, and 8(a). Each category needs its own sourcing, outreach, and reporting — not just one overall small business percentage.
