Socio-economic goals in federal subcontracting plans

Negotiated subcontracting plans under FAR 52.219-9 often include separate goals for small business, small disadvantaged business, HUBZone, SDVOSB, and WOSB participation. Each category requires identifying certified firms, making outreach, and reporting results — not just a single small business percentage.
