Socio-economic goals in federal subcontracting plans
Negotiated subcontracting plans under FAR 52.219-9 often include separate goals for small business, small disadvantaged business, HUBZone, SDVOSB, and WOSB participation. Each category requires identifying certified firms, making outreach, and reporting results — not just a single small business percentage.
Category-specific sourcing
Matching goals to PIID requirements
A plan goal is portfolio-level; execution is requirement-level. For each PIID, map target NAICS and the socio-economic category the plan needs, then rank qualified subs. See sourcing subs for plan goals.
When goals are not met
Document good-faith effort: who you identified, when you contacted them, and why awards went elsewhere. Good-faith effort documentation explains the evidence pattern contracting officers expect.
